The test WAS planned for that day, but it was postponed because of Hurricane Florence. So, take 2 today. The new Wireless Emergency Alert System will be tested at 2:18 this afternoon, Eastern time. People across the U.S. will get a loud tone and vibration on their smartphones. The system has been established to send out so-called Presidential Alerts in national emergencies. A lawsuit has been filed in a federal court in New York City, claiming the new alert system represents an unconstitutional seizure of electronic devices. Litigants argue that the system would allow President Trump and future presidents to disseminate propaganda.
